I have heard this before ( Supplies ) , but does not mean it was Government involvement, and regarding technical assistance I would say it has to do with the suppliers of different Systems used during the conflict . Artillerymen are usually very fussy about getting their location correct, with an accurate grid location. They have instruments to facilitate that, and make cuts to known geographic features. Generally the map will show true north and magnetic variation, but calculating that is part of their course...
