I'm pretty sure I read that the Soviets were trying to buy the guns from another power indicating that they may not have had the capability of creating her main guns. You are mistaken. For them to be comissioned? Since by the time Germany was attacking Russia the Ukraina was already constructed up to her main deck, all they needed to really finish was her guns, superstrcture and damage control.
