Why not judge by the expected role of the ships? If a ship was designed mainly to fight other battleships in a line of battle =>battleship. If she was DESIGNED mainly to perform duties typically of an armored cruiser- ie., scouting, hunting cruisers, fighting other battlecruisers , commerce-raiding ...
