so I have always wondered that if her speed was reduced whether she could have actually caught up with PoW who although damaged, seemed to be able to still steam at near her maximum speed and it was this that influenced Lutyens not to pursue, particularly as any increase in speed made the flooding ...

As I have argued at length, PoW was fighting two opponents, and her secondary armament was out of action (two minutes prior to Hood's loss if you accept the 0600 timing), so we have PoW with ~7 effective guns versus ~34 on the KM side, and a single hit from any of those 34 guns could knock out PoW'...
