Sorry, but the statistics are not a good reason to eliminate the chance of PoW scoring all hits. They simply don't work that way. For instance, Bismarck at Denmark Straits scored at least 4 hits with less than 93 shells expended, far more than 2% hit ratio. At Jutland, Queen Mary was reported to hav...
