I believe there are two main issues here. One is that for much of the engagement Bismarck seems to have been facing opponents on her quarters. Well, I'm fairly certain that although most large projectiles COULD be fitted with tracers, these would be -- as is noted in the text -- primarily used in such things as target practices, etc. rather than in combat.
