Paffard worked with Tovey during the war (I hope we all consider Tovey mentally sane during this period....): you were unable to show any evidence about Paffard relations with Tovey after the latter retired, while Paffard continued to serve in the Navy. Roskill had relations with Tovey (proved by his letters and visits) and could perfectly judge about his memory, as they discussed his historical work together.
