British Foreign Secretary William Hague is reported as calling for the establishment of an ''international fund'' to support a rebel government in Libya. I am not clear as to where this funding will come from, but I suspect it may be the taxpayer in Britain and other European countries. It also implies that NATO ground forces will have to go in to stabalise the military position, as it appears (no offence to the Italians intended) that the rebel forces there are even less effective against Gaddaffi than the WW2 Italians were against the British. Without international military support the rebellion there is unsustainable.
