seaplane ops and sea state

Hello, I'm working on a naval combat game and will have some questions related to that, at least most of them here in the Naval Technology forum. I'll start with one that I hope is reasonably simple: In how heavy seas was it feasible to launch and retrieve seaplanes in the WWII era?

I'd like to get answers in terms of the WMO sea state code [/https://en.wikipedia.org/wiki/Sea_state] or wave height.

In respect of Kriegsmarine seaplanes the answer is with great difficulty, as evidenced by the seaplane operations of the hilfskruezer.
