It's not a cruiser. It's a Vainamoinen class coast defense ship. Vainamoinen or Ilmarinen--offhand I don't know which.

Yea, I win! For my prize, I think I should get the Vainamoinen, but I'm afraid the Soviets already took care of that....

As a late arrival I started from #1. This was the first easy one:
It´s Ilmarinen or Väinämöinen, impossible to say, but from their histories I vote for the latter.

The Vainamoinens were among the only surface warships designed by IvS, better known for the "German" submarines it designed between the wars.
