Identify Naval Uniform

Hello,
We have had this tin photograph of an unknown family member for generations. I have always been interested in its origin since I was a child but have been unable to find out anything at all about it. If the uniform, background or anything about the attached photograph means anything to anyone I would be greatly appreciative of any information about it at all.
