Naval Award First Naval District for Merit date unknown

Hello gentleman,

I wondered if this award in the form of a button / lapel button might be known to any of you? I have searched online and have come up with nothing. A US military collecting web site I belong to was also unable to determine the date or history of the award.

Any help would be appreciated.

I would write the Naval History and Heritage Command as they may have information since the First Naval District was disestablished in 1976
