I made some research about the AA weapons carried by USN cruisers at the beginning of WW2. Of course they were later substituted by 40mm Bofors as the became available.
The preferred weapon was the quadruple 1.1", and 4 quad mounts were to be fitted aboard each modern cruisers (except Omahas) and battleships.
As the available weapons were not enough for each ship, the 3" gun was fitted instead of the quad 1.1".
Even the carriers Lexington and Saratoga had the 3" guns till late 1941, and at Pearl Harbor, only battleship Maryland had 1.1" while others still had the 3" guns.

It seems that at the beginning of the war the US cruisers had either 4 quad 1.1" or four 3"/50 AA fitted or a mix of them.
Houston, Astoria and Augusta had 1.1" in dec. 1941.
According to danfs San Francisco was going to get 1.1" at Pearl Harbor in dec. 1941, but according to Warship monograph she had them only later, in march or april 1942. I don't know if the 3" were retained
I found a documentg that says Northampton had 1.1 fitted in march 1942 in Pearl.
Probably the list is longer than that.

The encyclopedia of WW2 cruisers by Whitley says that all New Orleans class had 4 quad 1.1" by april 1942, Portlands by early 1942.
It says also that Chester had 2 quads in august 1942 and no 3".
The two Pensacolas had 2 quads by nov. 1941, and another pair in 1942.
Of the 9 Brooklyns, only Helena had 1.1" by nov.41, and hers were later fitted in Phoenix and Honolulu after damage at PH.
Savannah still had two 3" till august 1942 and Phoenix till feb. 1943! So I understand that Phoenix had 2x3" and 2 quad 1.1" during 1942.
I'm trying to find the exact dates for all Pacific fleet ships.
Do you have something more? I checked some photo at navsource.org but it is not easy to find out the small AA weapons...

I already know that site, I should have looked at it better.
I found anyway that it contain some errors.
For example, it says:
mid-1941, all: + 2 x 1 - 76/50 Mk 10/17/18/20/21; 2 x 4 - 28/75 Mk 1

late 1941, Philadelphia, Helena; 12/1941, Phoenix, Honolulu; : - 2 x 1 - 76/50; + 2 x 4 - 28/75 Mk 1, Mk 3 radar

8/1942, Savannah; 2/1943, Phoenix: - 2 x 1 - 76/50, 2 x 4 - 28/75; + 4 x 4 - 40/56 Bofors, 4 x 2 - 40/56 Bofors, 12 x 1 - 20/70 Oerlikon, Mk 3 radar
So, if you look at what happened to Phoenix, she had 2x76 and 2xIV x 28 in mid 41, then 2x76 were replaced in late 1941, but again 2 x76 were removed in february 1943!
And also only 16 40mm Bofors were to be fitted in cruisers till early 1943. 4 quad and 4 twin Bofors were fitted only later in the war.
