In Hood it took 70 men to operate one of the turrets, from the magazines to the breech of the gun. There were 20 men inside the turret, comanded by the Turret Captain.

I believe in Prinz Eugen it took about 72 men in total to operate a turret

Add to this about 20 men in the Transmision Room and about 5 in the Director Control Tower.

Well, they undoubtedly were. It's just that they were available to play music on those many occasions when that was needed and the main guns weren't.
