It is the USS Texas (BB-35). Sometime during the late 1930's & very early 1940's
The giveaway is the gap between the conning tower and the pilot house level. The USS New York had the area enclosed. The USS Texas would have the gap somewhat filled with the construction of her CIC.

The BB-35 is presumably a prefix number used in US naval construction?
