The mine proper has positive buoyancy, so it will always float near the surface, unless the mechanism in the sinker has failed and taken it to the bottom. If it exploded in the bottom it was most probably an influence mine, remember that they can seriously damage a ship in depths of more than 20 fat...

With the sub 100%, unless her CO made some mistake. The destroyers were in poor condition too, max speed about 20 kt, they were in close contact with the cruiser but sailing on her disengaged side, what assured that their sonars would not get the sub. I do not remember exactly her ASW weapons outfit...

Sorry, all the described tasks were done electrically or hydraulically. The levers just opened a valve for the hydraulics to actuate or closed a circuit for the electricity to power the motors. There were mechanical backups, but they are not what is shown in the movie.
